While mulch isn’t a fool proof method of eliminating weeds, since it may have seeds itself, you’ll find that it does keep weeding to a minimum. The thicker the mulch, the less likely anything is to grow up in there.
No one likes to use poison, but weed killer is one of the only ways to truly eliminate the weeds. Make sure you get one that is safe for pets if you have any or keep your children and animals away from the areas sprayed. You’ll need to get up close and spray the specific plants that you want gone, but the time it takes will be well worth it. The weeds should be gone for the entire season and if you get in early enough, you won’t need to deal with more weed growth.
